Reset and start a new chapter; unite efforts for common development. On March 13, 2016, the Fifth Session of the Third Lishui Municipal Committee of the Chinese People's Political Consultative Conference successfully concluded at the Lishui Grand Theatre. Mr. Wu Lihua, Chairman of the company, attended the conference, listened to the government work report, participated in the deliberation and administration of state affairs, and jointly discussed development strategies. He also submitted a proposal entitled *Suggestions on Accelerating the Development of Lishui's Chinese Medicinal Materials Industry and Promoting the Construction of Chinese Medicinal Materials Processing and Production Bases.

In the proposal, the Chairman mentioned that the traditional Chinese medicine industry is an important component of the big health industry and one of the leading agricultural industries in the city. As a key ecological resource in Lishui, the Chinese medicinal materials industry promotes the standardized, large-scale, and intensive cultivation of Chinese medicinal materials, drives the development of the local green economy, and contributes to ecological environment restoration. Lishui enjoys unique advantages in ecology, land, and market for the development of Chinese medicinal materials. However, currently, there is a lack of leading Chinese medicinal materials processing enterprises in the city to guide farmers and cooperatives towards professional, standardized, and large-scale cultivation, resulting in low added value of existing Chinese medicinal materials cultivation. Meanwhile, the existing Chinese medicinal materials processing and production bases in the city are unable to absorb the output from various Chinese medicinal materials planting bases.

 Currently, the produced Chinese medicinal materials are mostly transported to other cities for processing and make through logistics, making it difficult to form new industrial value and new tax sources within the city. How to accelerate the development of Lishui's Chinese medicinal materials industry and promote the construction of Chinese medicinal materials processing and production bases? The Chairman, leveraging Lishui's advantages in the Chinese medicinal materials industry and in accordance with the spirit of the *Guiding Opinions on Promoting the Healthy Development of the Pharmaceutical Industry* (Guobanfa [2016] No. 11) and the *Notice on Issuing the Strategic Planning Outline for the Development of Traditional Chinese Medicine (2016-2030)*(Guofa [2016] No. 15), put forward feasible suggestions in the proposal by integrating industrial resources and considering the current development status of the city's Chinese medicinal materials industry. 

 In the proposal, the Chairman pointed out that Zhejiang Province is currently a major province in traditional Chinese medicine. The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China established the development concepts of innovation, coordination, green, openness, and sharing. We should seize opportunities, inherit and innovate, give full play to the characteristics and advantages of traditional Chinese medicine, implement, plan, and carry out the "13th Five-Year Plan" for the development of traditional Chinese medicine, and actively promote the construction of bases for Chinese medicinal materials processing and traditional Chinese medicine decoction-free formula granules production enterprises. We should strengthen and expand Lishui's modern Chinese medicinal materials industry, form an industrial pattern where farmers' incomes increase and enterprises' efficiency improves, so that the high-quality medicinal materials from the beautiful mountains and rivers of Lishui can benefit the people of Lishui, and truly reflect the advantages and effectiveness of Lishui as a blessed land for health preservation.
